Your spot is set with an attenuation of inverse square. This is used to represent the fading of light at a distance as it get's scattered in atmosphere. Set it to none and the light should be of an infinite strenght. Inverse is already much stronger. I will try it myself too as I never had a case where I'd use other attenuation rather than inverse square.

EDIT: Attenuation None makes light vanish...

Funnily enough, I was going to try a sci-if scene and use the broken beam technique to create laser bolts.

I've re done it with global medium with a light sphere for environment
the image is after 6mins which is pretty good for TR2
THis scene works just fine if i use a medium box as well. What was the error not getting it working?

Nice scene for playing around, adjusted some of the medium colors and adjusted the prisma's a bit. Cause they have chamfered edges it breaks the light more and scatters the beam around.

IM now doing one with abbe on, this opens whole other playground ;)

Nige's scene worked fine for me, when using the medium box. The issue was that I couldn't get it to work recreating it from scratch.

Here's an animated laser, I used the small cube again, all you do is right click on the spotlight and set he container to the material which I forgot to change the name again ffs
I added a pic instead

I forgot to mention, there is a texture in scattering density, procedural is probably better but I didn't have much time, avoid true white in this slot as you'll get fireflies

Tried this Helium Laser scene once more, still is fun to play with. One thing i noticed, cant remember if that was happening back then aswell. But the provided IES does cast a beam. Seams more like regular light?
